GSA Spend Analysis Contract
Hartford, CT - June 14, 2004
The U.S. Government awarded a spend analysis and strategic sourcing
consulting contract to Daniel Penn Associates (DPA), a Hartford-based
management consulting firm. The General Services Administration, through
their Federal Technology Service, is beginning a ‘SmartBUY’ program to
review software purchases across all agencies of government, with a goal
to consolidate and negotiate better pricing within common commodity
groupings. Daniel Penn Associates was chosen to help the government
identify those commodities that will yield cost savings, to assist in
developing strategic sourcing plans, and support contract negotiation
efforts.

Under recently enacted legislation, the General Services
Administration will lead an interagency team in negotiating
government-wide enterprise licenses for software. This initiative is
being termed ‘SmartBUY’ and includes commercial off-the-shelf software
that is generally acquired using license agreements with terms and
prices that vary based on volume. The SmartBUY initiative will include
the following types of software licenses: Office Automation; Network
Management; Antivirus; Database; Business Modeling Tools; and Open
source software support.
Daniel Penn Associates’ efforts under this contract will be to
collect and analyze current government spend data, identify
opportunities for cost savings, and to assist in sourcing and
negotiating strategy. The overall goal is to leverage the government’s
buying power to achieve lower software licensing costs at equal or
better terms and conditions.
